A signal carries weight only because of the standards behind it. These principles govern how Climate Probity moves from a record to a reviewed conclusion. They are design commitments for the production system.

Climate Probity works at these three states and matches the language of any output to the state the evidence actually reaches.

An observation in the records that may or may not be significant.

An indicator that merits clarification or further examination.

A conclusion supported by the documented evidence, with its scope and limitations stated.

Categories Climate Probity does not determine

Where authority rests with others.

Allegation

A claim of wrongdoing that has not necessarily been established. It belongs to those with standing to make it.

Formal determination

A conclusion reached by an authorized investigative, judicial, administrative, or oversight body.

Analytical systems generate leads; human experts determine what the evidence supports Two lanes of work. Analytical systems process and classify records, match entities across sources, surface anomalies and relationships, and generate review leads. A defined boundary separates them from qualified experts, who assess context and materiality, verify entity matches, test alternative explanations, judge evidential sufficiency, apply proportionality, and decide whether and how to publish. Automated systems do not determine intent, causation, culpability, motive, or guilt. The safeguards scale with the stakes.

Separate from the type of output, every matter is weighed for how much is at stake. The further a matter rises, the more evidence and review it must pass before anything is said. This severity scale follows the Analytical Standards and Quality Charter.

The evidential threshold Four severity levels rise from left to right. An indicator is an observation that warrants attention. A concern establishes an accountability weakness on the record. A finding is a conclusion supported by corroborated evidence. A serious finding carries consequential evidence and the fullest review. As the levels rise, the safeguards applied rise with them: source reliability, corroboration, expert review, right of reply, peer review, legal review, and publication approval. Safeguards

Built into the workflow, not added afterward.

Source traceability

Every signal links to identifiable source records. A reader can follow it back.

Human review

A qualified person assesses significance and sufficiency before anything carries weight.

Proportionality

The language of an output is matched to the strength of the evidence behind it.

Right of reply

Subjects can respond before publication, and the response travels with the output.

Correction & version control

When new information changes a conclusion, the output is corrected and the change is recorded.

Independence

Governance is designed so that no funder, subject, or partner can shape a conclusion.

Policies in development

The governance and method policies the production system will publish.

These policies set out how the platform is operated and governed. They describe controls and accountability, without disclosing proprietary analytical methods.
